I have just resolved issue myself by going to ACL and assigning group docker to folder "/srv/dev-disk-by-label-raid/docker". I have also added both accounts to all groups available just to see if that will help - no change. Also I can browse storage from apps web ui's without any issues and everything works as expected. If I use instead PUID and GUID for root (0, 0) dockers are having full access to internet and no DNS issues. 8.8.8.8 but that does not resolve the issue.
